Conduct Holds

The Office of Student Conduct and Community Standards (SCCS) typically utilizes three different holds while administering the student conduct process. Each hold serves a different purpose.

Registration Hold

A Registration Hold may be placed on a student’s records if they have not completed all educational sanction(s) assigned to them following any violations of the Student Conduct Code substantiated through the student conduct process. Educational sanctions may include a workshop, reflection paper, restitution, or other educational activities. Students will receive an action plan with information about any educational conditions assigned with their completion deadline.

If a student requires an extension to any educational sanction deadlines, they should request that extension from the assigned case manager by email.

Students will receive reminder outreach from their assigned case manager once the completion deadline has passed, as well as information about how to access support and guidance they may need to complete the educational sanction.

A registration hold is considered a last resort and is used only after multiple attempts to contact a student and encourage completion of overdue sanctions. The hold will prevent a student from registering for future classes until all conduct-related requirements have been completed and the hold is removed by SCCS.

A student may request temporary removal of a registration hold, which may be considered by the assigned case manager at their sole discretion and is not guaranteed.

Submissions of overdue sanctions will be reviewed by the assigned case manager or other SCCS staff to ensure that they have been satisfactorily completed. The hold will be removed within one (1) business day of sanction completion and approval. For faster processing, it is recommended that students send their submissions of any overdue sanctions to both their assigned case manager and the SCCS general email address (conduct@uoregon.edu).

Degree Hold

A Degree Hold may be placed on a student’s records, which prevents degree conferral, while a student conduct matter is being reviewed if the student has submitted a degree application. A student may request a review of the decision to place the degree hold. The review will consider whether having the hold in place is unreasonably burdensome under the circumstances or causes the student an undue hardship. A student may request to appeal the degree hold by sending an email to the Director of SCCS (diannet@uoregon.edu) describing the ways in which the degree hold creates an unreasonable burden or undue hardship for them. The student also has the option of scheduling a meeting to discuss the information they want to share about unreasonable burden or undue hardship.

A degree hold will only be removed once the student conduct process has been completed, and if a student is found responsible for violating the Student Conduct Code, when all educational sanctions have been completed.

A degree hold does not prevent a student from participating in commencement ceremonies. A student with a degree hold remains eligible to participate in the campus-wide UO Commencement ceremony and may do so by attending in a cap and gown. If a student would also like to participate in a college-specific commencement or graduation ceremony, they should contact the respective college directly, as participation requirements may vary.

Any questions related to a degree hold that has been placed on a student’s record can be directed to their assigned case manager and/or the SCCS general email address (conduct@uoregon.edu).

Suspension Hold

A Suspension Hold may be placed on a student's records if they have been found responsible for violating the Student Conduct Code and issued an imposed suspension as an outcome.

If the student is currently enrolled in courses during a term when they are being placed on suspension, they may request a stay of the sanction from their assigned case manager until an appeal can be submitted and considered for final decision. If the stay request is approved, the suspension hold will not be placed until an appeal decision has been issued and if the suspension is upheld. Otherwise, the suspension will be processed and the hold will be placed on the student’s records once the appeal deadline has passed. The hold will prevent registration from registering for future classes until the suspension period has ended AND all educational sanctions have been completed.

One of the educational sanctions required for cases that result in an imposed suspension is a follow-up meeting with the Director of SCCS or their designee to assess preparedness to return to the University. The student should discuss the process for returning to the University, including removal of the suspension hold, with the Director at that time.
